Richard Nathan Haass is a veteran American diplomat. He was the director of policy planning for the United States Department of State between January 2001 and June 2003. Ever since then, he has been president of the Council on Foreign Relations. He has authored more than a dozen books on American foreign policy, including “A World in Disarray” and “The World.”
